The last mile: how money actually reaches someone in SADC
A provider that supports a country and a provider that can deliver value to a person in it are not the same thing. Provider documentation states country coverage and is almost always silent on which rail lands, so the distinction is invisible at the moment a route is chosen — and it is the distinction that decides whether a payout is useful.
In Zambia, 53.6% of people can reach a mobile money agent on foot within thirty minutes. 17.8% can reach a bank branch.
A provider offering bank payout only therefore reaches roughly a third of the people a mobile money payout reaches — same corridor, same price, same provider. Attributed to the Bank of Zambia, 2020.
South Africa is the regional anomaly, not the template. It has deep bank and card infrastructure; most of SADC receives on mobile money, with a different dominant operator in each country. A corridor designed from the Johannesburg end, and tested against South African assumptions, will misjudge the receiving leg by default.

- What a payout into each rail costs all-in against mid-market, measured rather than quoted.
- The reverse direction. A South African supplier being paid from Zambia is a different problem — mobile money does not solve an outbound foreign exchange transaction, and the exchange control position governs it.
